  Government Printing Office (GPO)
Public law, as published by the Congressional Joint Committee on Printing (JCP), requires Glenn employees to procure duplicating and printing services through the Government Printing Office (GPO) or through an agency field plant (such as Glenn's Duplicating Services).
 
  Local Representation
Glenn's local GPO presence is managed through the Logistics and Technical Information Division (LTID) and offers Glenn civil servants, contractors, and grantees printing and binding services.
 
  Printing and Duplicating Through GPO
Some customer requests for work contain requirements that cannot be accomplished through Duplicating Services' in-plant facility. These requirements meet certain criteria and are fulfilled in accordance with the JCP regulations as published in the "Government Printing and Binding Regulations." Work of this nature is routed through Glenn's onsite GPO agent to the GPO regional printing procurement office in Columbus, Ohio.
 
  From Glenn to GPO
When a request for work is forwarded on, GPO invites bids from commercial suppliers on a wide variety of printing, reproduction, and binding services. In addition, GPO awards and administers contracts, and maintains liaison between ordering agencies and contractors.
 
  Products and Services
Work requests for black and white or color duplicating or printing that include the following requirements are accomplished through the GPO.
  • Perfect binding/printing on spine
  • Saddle-stitched documents over 80 pages
  • Formats exceeding 11 x 17
  • Envelopes and multipart forms with more than 4 parts or with backside printing
  • Specialty items (e.g., meatballs and other decals, equipment tags, plastic bags)
  • Hard covers/book binding
Additionally, requests for work requiring higher quantities or output resolution greater than 600 dpi may be sent through GPO. In these instances, traditional offset printing with direct-to-plate technology often yields the best and most cost effective results.
   
  Billing
The Logistics and Technical Information Division (LTID) supports one-color printing at no charge to the customer. (Black is considered a color; therefore, black and blue is not a one-color request.)

All other products and services are charged. At the time a C-709 Work Request is submitted, Glenn's GPO representatives obtain a cost quote from the regional GPO representative, contact the customer with the quote information, and ask the customer to initiate a purchase request for funds.
   
  Placing an Order
Envelopes and forms are ordered through the Glenn Forms Program. Contact Margarita.Aponte@grc.nasa.gov (216–433–5788). The stock room maintains a supply of hard copy forms that may also be available through Glenn Electronic Forms.
 
  Follow these steps to place an order:
  1. Complete a C-709 Work Request form. The C-709 form is available in hard copy from supply and electronically from the Glenn Electronic Forms Web site. Customers are asked to provide a valid task number for all requests. Task numbers for no-charge products and services will be used for tracking purposes only.

  2. Submit the C-709 Work Request and, if any, original flat art and/or electronic files on disk

Work done by Publishing Services but printed through GPO is coordinated by the Publishing Services staff and, therefore, a separate C-709 Work Request is not needed.

Work Requests accompanied by electronic files are sent through Publishing Services for pre-flight check and GPO setup. Rectifying files that are prepared incorrectly may result in a charge to the customer/author. The customer/author is entitled to work directly with the printer selected through GPO, but this is likely to be more costly if corrections are needed and, therefore, is not recommended.
 
  Copyright Policy
Copyrighted materials cannot be duplicated without written release from the copyright holder or author. It is the requester's responsibility to obtain a signed release and submit it with the C-709 Work Request.
